Guide, bid leveling

What is a scope gap in construction, and how do you spot one?

A scope gap is work shown in the plans and specs that no subcontractor priced, usually because each trade assumed another one carried it. Gaps cluster at trade interfaces: roof penetrations, firestopping, temporary utilities, owner-furnished equipment. You spot them by mapping every bid to a CSI MasterFormat scope sheet and checking which lines nobody covered.

Why do scope gaps happen?

  • The documents are split by discipline. Architect, MEP engineer, civil and fire protection each write their own divisions. Interfaces between them are where work goes unassigned.
  • The GC splits them again into trade packages. Each bidder reads its package and excludes what looks like another trade's work.
  • Exclusions live in prose. "By others" in a cover letter does not show up in the price column of a bid tab.

Section numbers follow CSI MasterFormat. Your project manual may number Division 01 differently; use its table of contents.

How do you find scope gaps before award?

  1. Build the scope sheet from the project manual. One row per spec section in the package, plus the interface items in the table above.
  2. Map every bid to it. Mark each row Y, N or unclear per bidder, using line items, the cover letter and the qualifications.
  3. Find rows with no Y. Those are candidate gaps. Rows where one bidder is N are exclusions to plug, not gaps.
  4. Confirm against the drawings. Some sections do not apply on this project. Drop those before you flag.
  5. Assign each gap. Add it to one subcontract in writing, buy it as its own package, or carry it in the GC estimate. Cite the spec section and page.

The free bid leveling template has a scope sheet with these interface items already listed.

Scope gap, exclusion or scope creep?

TermWhat it isWhen it shows up
ExclusionOne bidder leaves out scope that others pricedAt leveling; plug it
Scope gapNo bidder priced scope the documents requireAt leveling if you look; as a change order if you do not
Scope creepWork added after the contract that the documents did not requireDuring construction, through change orders

What does a missed gap cost?

Worked example, illustrative. A Travis County, TX industrial expansion has 44 roof penetrations. The roofer excluded "all penetrations by others"; mechanical, plumbing and electrical each excluded "flashing by roofer". Priced at award, the flashing is an $86,000 add to the roofing subcontract. Found after the roof is down, it becomes a remediation change order, with cutting, flashing and re-inspection, closer to $215,000.

The figures are illustrative. The pattern is common: the gap was visible in four cover letters at leveling.

Can AI flag scope gaps?

Nova, BAU AI's bid leveling agent, maps each sub proposal and its qualifications to CSI MasterFormat sections and lists the sections no bidder covered, with the spec section and the proposal page for each exclusion. Your team decides how to assign the gap. For the full process, see how to level subcontractor bids and, for pricing problems, unbalanced bids.

Frequently asked questions

What is a scope gap in construction?

Work the plans and specs require that no subcontractor priced. It usually sits at an interface between trades, where each bidder assumed the other one carried it.

What is a scope gap analysis?

A check of every spec section and interface item against what each bidder included. Rows that no bidder covered are scope gaps; rows that some bidders excluded are exclusions to plug before you compare totals.

Who pays for a scope gap found after award?

It depends on the subcontract scope language. If no subcontract clearly includes the work, the general contractor usually carries it, often as a change order to a sub at a worse price than at bid time.

When should scope gaps be resolved?

Before award. Once the subcontract is signed, a gap becomes a negotiation. Put the resolution in the subcontract scope exhibit.
