What is bid leveling in construction?
Bid leveling is the work of putting subcontractor bids for one trade on the same scope so they can be compared fairly. The estimator lines up each bid by CSI MasterFormat section, prices what each sub excluded, normalizes alternates and allowances, and flags gaps and outlier prices. The result is a leveled bid tab and an award recommendation.
Bid tab, leveled bid tab, scope sheet: what is the difference?
Three documents get mixed up on bid day. Only one of them tells you who is actually low.
| Document | What it shows | What it cannot tell you |
|---|---|---|
| Bid tab (bid tabulation) | Each bidder's total, side by side, as submitted | Whether the totals cover the same scope |
| Scope sheet | The inclusions and exclusions you asked every bidder to confirm | What the missing scope costs |
| Leveled bid tab | Totals adjusted to one scope: exclusions plugged, alternates and allowances normalized | Nothing by itself about bidder capacity, bonding or schedule |
What does a leveled bid tab look like?
Four drywall and finishes bids on one package. Every number below is illustrative. Excluded scope is plugged at the lowest price received for it.
| CSI section | Bid A | Bid B | Bid C | Bid D | Flag |
|---|---|---|---|---|---|
| 09 21 16 Gypsum board assemblies | $842,000 | $868,500 | $1,124,000 | $855,200 | C is 30% over the others |
| 09 22 16 Non-structural metal framing | $412,000 | $398,400 | $425,300 | $405,800 | Tight cluster |
| 09 51 13 Acoustical panel ceilings | $184,000 | $192,000 | $148,000 | Excluded | D excludes |
| 09 65 13 Resilient base | $56,200 | $48,000 | $71,500 | $55,800 | C high |
| 09 67 23 Resinous flooring | Excluded | $92,400 | $104,000 | Excluded | A and D exclude |
| 09 91 23 Interior painting | $278,000 | $284,500 | $295,000 | $272,800 | Tight cluster |
| Base total as submitted | $1,772,200 | $1,883,800 | $2,167,800 | $1,589,600 | |
| Plugs for excluded scope | +$92,400 | $0 | $0 | +$240,400 | |
| Leveled total | $1,864,600 | $1,883,800 | $2,167,800 | $1,830,000 |
IllustrativeBid D looks $182,600 below Bid A as submitted. After plugging the ceilings and resinous floor it excluded, the difference is $34,600. D can still be the right award, but only once that scope is added to D's subcontract or bought elsewhere.
Why does leveling matter before award?
- The low number is often missing scope. Exclusions sit in cover letters and qualifications, not in the price column. See how to spot scope gaps.
- Line prices can be skewed on purpose. A competitive total can hide front-loaded or unbalanced line items. See how to detect an unbalanced bid.
- The award has to hold up. When the second bidder asks why they lost, or the owner's rep audits the buyout, the leveled tab and memo are the answer.
Where does bid leveling go wrong?
| Trap | What happens | Fix |
|---|---|---|
| Exclusion read only in the price column | The excluded scope surfaces as a change order after award | Read every cover letter and qualification; mark Y or N per scope line |
| Plug set by guesswork | The leveled total is no better than the guess | Plug at the median or lowest price received, or your own estimate, and say which |
| Alternates mixed into the base | Totals compare different buildings | Keep alternates on separate lines and level the base first |
| Addenda not acknowledged | A bidder priced an older drawing set | Confirm every addendum number on the scope sheet |
| Unit prices extended at different quantities | Totals move when quantities change | Extend every unit price at your own estimated quantity |
Where do you go from here?
This guide defines the work. The three guides below and the template do it step by step.
Can AI level bids for you?
Partly. Reading proposals and lining up scope is the slow part, and an AI agent can do the first pass. Nova, BAU AI's bid leveling agent, reads sub proposals in PDF and XLSX, builds the bid tab by CSI MasterFormat, flags gaps, exclusions and unbalanced lines with the proposal page, and drafts an award memo. The award stays with your team.
Frequently asked questions
What is bid leveling?
Bid leveling is putting subcontractor bids for one trade on the same scope so they compare fairly. Each bid is mapped to CSI MasterFormat sections, excluded scope is priced back in, and alternates and allowances are normalized before the totals are ranked.
What is the main purpose of bid leveling?
To find the bidder who is actually lowest for the full scope, and to document why. A low total that excludes scope is not low once the missing work has to be bought.
How is bid leveling different from bid tabulation?
A bid tabulation lists totals as submitted. Leveling adjusts those totals to one scope by plugging exclusions and normalizing alternates, allowances and unit prices, so the ranking reflects the same work.
Who levels bids on a construction project?
On the general contractor side, the estimator or preconstruction manager for each trade package, often with the project manager who will run buyout. Owner's reps and CMs level bids too when they evaluate trade or prime bids for an owner.
Is there a free bid leveling template?
Yes. The BAU AI bid leveling template is a free Excel file with a bid tab, a scope sheet and an award memo. Sample rows are illustrative.
